PIC32MM0064GPL028 has more than one pair of PGECx and PGEDx pins. You can use any pair, but you must use them as a pair. For example, if PGEC2 is used for ICSPCLK, then ICSPDAT must be connected to PGED2.
NSDSP requires at least 500kHz speed to program the JTAGEN configuration bit on this device to OFF (0). If you use slower speed, the JTAGEN bit will remain ON (1) and verification will fail. Since NSDSP typically uses much faster speed for programming this doesn't usually pose a problem.
